Constitution of the National Association of Title III Administrators

 

Preamble

We, the Administrators of Title III Programs, believing in the vitality and the importance of colleges and universities in American higher education, and believing that continued federal support is both proper and necessary to the continued growth, development and well being of these colleges and universities, do hereby associate ourselves for the purpose of forming the National Association of Title III Administrators, and organization not for profit under this constitution.

 

 

Article I – Name

The name of this organization shall be The National Association of Title III Administrators.

 

 

Article II- Purposes

The purposes of this Association shall be:

1. To provide opportunities for Title III Administrators to benefit from the sharing of their experiences and successes in program development. 2.To identifying common concerns and opportunities for unified responses to the Department of Education in the shaping of new policies and practices; and to give the Department of Education evaluative feedback as to the effectiveness of each of the current operational policies and procedures. 3.To provide communication by which pertinent program information can be acquired from the Department of Education and disseminated to association members. 4.To encourage institutional presidents to become actively involved in supporting Title III or similar institutional strengthening programs. 5.To promote the dissemination of positive information about the Title III programs to local, state, and national constituents. 6.To provide assistance to the Department of Education in planning and implementing a workshop for technical assistance.

 

 

 

Article III – Membership

All educational institutions which are currently funded under the Title III program and which share the purpose and which share the purposes and objectives of this Association and meet any additional requirements specified in the Bylaws shall be eligible for membership.

 

 

Article IV – Officers

The officers of this Association shall be the President, Vice President, Secretary, and Treasurer. These officials shall be elected by the regular members.

 

 

Article V – Executive Committee

There shall be an Executive Committee composed of the elected officers and three members elected at large. The Executive Committee shall manage the affairs of the association between plenary meetings and shall have authority to act for the association when it is not in session. Meetings of the Executive Committee shall be called at the discretion of the President or at the request of the majority of Committee Members.

 

 

Article VI – Other Committees

Standing committees shall be appointed by the Executive Committee. Ad hoc Committees shall be appointed by President and/or the Executive Committee.

 

 

Article VII – Bylaws

The Bylaws of the Association shall be made, altered, or rescinded by a vote of the majority of the members present at any plenary meeting of the Association. The proposed change(s) must be circulated to the membership prior to the meeting designated for voting on the change(s).

 

 

Article VIII – Amendments

This Constitution may be amended by any plenary meeting or any meeting called for this purpose. The proposed enactment(s) must be circulated to the membership prior to the meeting designated for voting on the amendment(s).

 

Article IX – Dissolution

 

In the event of dissolution, the residual assets of the organization will be turned over to one or more organizations which themselves are exempt as organizations described in the Internal Revenue Code of 1986.

 

Article X – Ratification

 

This association shall be established and this Constitution shall become effective upon its ratification by a two-thirds (2/3) vote of the regular members present at the meeting and voting.
